The blue LED light indicates that the Plugable UD-3900 is being powered by its power adapter. 

The green LED lights up and remains steady when a device is connected to any of the six USB ports within the UD-3900.

If no devices are connected to the USB ports within the Plugable UD-3900, the green LED only lights up for approximately five seconds when the dock is initially connected to the host computer.
